About Cooperative Governance & Traditional Affairs

The Department of Cooperative Governance and the Department of Traditional Affairs make up the COGTA Ministry. The following are the key parts of the CoGTA’s mandate, as well as their constitutional foundations:

  • Cooperative Government System (Chapter 3 of the Constitution)
  • Provinces are regions of the country (Chapter 6 of the Constitution)
  • Government at the local level (Chapter 7 of the Constitution)
  • Leaders from the past (Chapter 12 of the Constitution)

Vision
Within a cooperative governance system, a functional and developing local government system fulfills its constitutional and legislative obligations.

This Vision is in line with Chapter 13 of the National Development Plan’s objectives, which are “Building a Capable and Developmental State.”

Mission
Our objective is to ensure that all municipalities consistently carry out their essential responsibilities and functions by:

Prioritizing people and their concerns; assisting in the delivery of high-quality municipal services; promoting good governance, transparency, and accountability; ensuring sound financial management and accounting; and strengthening institutional resilience and administrative capabilities.
This objective is directly based on the Back to Basics Campaign’s 5 Pillars.

Our values, which are inspired by Batho Pele’s spirit, are as follows:

  • Service to the public good.
  • Integrity and commitment to the battle against corruption.
  • Dealing with local issues in a hands-on manner.
  • Participation of the public and a people-centered approach
  • Professionalism and a focus on the end result.
  • Serving with zeal.
  • Accountability and excellence.

Adherence to these values will help to achieve the desired level of localization.
