  • The Director-General will report to the successful candidate. Responsible for proactive leadership, professional guidance, and strategic collaboration through timely and effective needs analysis and consultation with relevant national and international higher education stakeholders, as well as other branches within the Department, to guide the development of a diverse and differentiated higher education sector.

Duties & Responsibilities

REQUIREMENTS:
  • A relevant bachelor’s degree/advanced diploma (NQF Level 7) and a postgraduate qualification are required.
  • Master’s degree (NQF Level 9) in policy planning, monitoring, and evaluation.
  • A minimum of 8-10 years of proven senior management experience in post-secondary education and training and/or human resource development sectors is required.
  • A doctorate in education, natural sciences, humanities, or management will be a considerable benefit.
  • Proven experience in higher education policy creation, management, and institutional support, as well as research and innovation.
  • Understanding of the public and private higher education sectors in terms of skill development and innovation
  • Excellent awareness of the economic strategic drive and importance of higher education, science, and innovation.
  • Understanding of the transformation difficulties in the postsecondary education and training industry.
  • A strong grasp of the dialectic relationship between the fourth industrial revolution and higher education and research. Strong stakeholder engagement skills, as well as strategic management and leadership talents at the highest level. A solid awareness of the policy and legislative environments, as well as local and international socioeconomic growth and development goals that affect higher education. Excellent grasp of major education legislation in the field of post-secondary education and training. A valid driver’s license and a pre-entry certificate for the SMS public service are required.
DUTIES:
  • The Director-General will report to the successful candidate. Responsible for proactive leadership, professional guidance, and strategic collaboration through timely and effective needs analysis and consultation with relevant national and international higher education stakeholders, as well as other branches within the Department, to guide the development of a diverse and differentiated higher education sector. Monitor and evaluate the achievement of the public and private higher education sectors in relation to the national government’s statutory responsibilities and plans, socioeconomic growth policies, transformation imperatives, and resource allocation, as defined in the Department’s strategy and operational plan. Investigate and create policies and strategies for a more robust, coherent, and responsive higher education sector, including the development and regulation of the private higher education and national higher education college sectors.
  • Under the Department, National Higher Education Institutes, and public organizations, provide successful national university academic and physical planning, as well as the equitable allocation and management of financial resources, including transfers to public higher education institutions. Through effective and advanced data analytics, provide a diverse, relevant, accessible, and efficient public higher education system.
  • Monitor and analyze the use of public monies by public higher education institutions, institutes, and public bodies. Create and execute effective rules and regulatory frameworks to ensure sound governance, management practices, meaningful change, and the efficient use of finances, as well as the use of monitoring systems to identify problems and enable proactive support and intervention where appropriate. Ensure support and strategic sector engagement and guidance to universities, National Institutes of Higher Education, and relevant public entities on effective institutional governance management practices, including student leadership where appropriate; and timely support, relevant policy, and statutory compliance. Increase the quality of teaching, learning, research, and capability in public universities. Improve student access and achievement by focusing on teaching and learning development.
  • Create a comprehensive national teacher education and development system as a subsystem of higher education that produces lecturers, teachers, and education practitioners in response to national and provincial demands. Ensure that the branch and its partner institutions properly implement Departmental policies for social inclusion, equity, disability, distance learning, and career guidance. The ability to foster a high-performance culture and work ethic among employees. Skills in program and project management, as well as the ability to manage a variety of stakeholders (including government, legislature, industry, university sector, labor, co-operatives, SETAs, and SMEs).

Package and Salary
Annually: R 1400000 – R 1520000
