TITLE OF THE JOB: Deputy Director of Strategy and Planning

The goal of this post

  • To encourage strategic planning processes in the development of the organization’s strategic plan, annual performance plan, and branch operational plans, as well as to assess and facilitate planning alignment between THE COMPANY and its entities.

TASKS DESCRIPTION

Coordination of the development of THE COMPANY’s 5-year Strategic Plan with technical indicator descriptions (TIDs)

  • Create internal guidelines for developing or updating the 5-year Strategic Plan in accordance with national guidelines.
    Guidelines were issued to the Programs by the due dates specified in the RFSAPP Strategic Plan, which was developed and approved by Exco.
    Participate in Strategic Plan sessions of THE COMPANY Programmes and assist THE COMPANY Programmes in preparing their inputs.
    Programs should be guided in their planning methodologies.
    Participate in strategic planning sessions for the organization.
    Draft terms of reference for the final approved Strategic Plan’s design, layout, and printing for tabling in Parliament and external distribution.
  • Terms of reference for service procurement were submitted to SCM.
    Work with Science Communications on layout printing and editing.
    SP edited, designed, and laid out for final approval.
    During the editing process, interact with the editor.
    The final approved SP has been edited, designed, and laid out.
    Make certain that the Strategic Plan, including the revised SP, is available on the DST website.
    THE COMPANY SP is available at dst.gov.za.
    Annually review the 5-year Strategic Plan.
    Align annual planning tools with the 5-year plan.
    Facilitate sessions in which the Strategic Plan is presented to THE COMPANY’s employees, particularly middle managers and below.
    Meetings of the Programme Branch hosted sessions and SP presentations.

Coordination of THE COMPANY Annual Performance Plan (APP) development and submission with associated Technical Indicator Descriptions (TIDs)

  • To guide Programs, draft internal guidelines with the most recent changes, informed by national prescripts.
    Guidelines are distributed to Programs in the first quarter of each year.
    Support, analyze, and advise Programs on their draft APP inputs.
    Engagements with Programs and memos on advice for amendments following submission review
    EXCO should receive the first draft of the APP.
    Submit the first draft of the APP to the National Treasury and the DPME. In developing revised drafts, incorporate comments and feedback (from National Treasury and DPME).
    APP drafts signed by the DG, along with submission letters to NT and DPME
  • Coordinate stakeholder engagement by presenting the draft APP to Exco, extended Exco, and Program Mancos.
    Meetings with Programs, as well as two sessions with THE COMPANY SMS (as coordinated by the ODG)
    Work with Science Communications on layout printing and editing.
    The final approved APP was edited, designed, and laid out.
    During the editing process, interact with the editor.
    The final approved APP was edited, designed, and laid out.
    Make certain that the APP, including the SP amendments, is available on the DST website.
